OTCI Completes Study Tour at Policy Innovation Centre, Abuja

The Lagos State Office of Transformation, Creativity and Innovation (OTCI) has completed a study tour at the Policy Innovation Centre (PIC) in Abuja, a pioneering institution dedicated to applying behavioural and social sciences alongside innovative policy tools to improve governance and development outcomes in Nigeria.

The tour was designed to foster knowledge sharing, strengthen institutional capacity, and identify best practices that can be adapted to enrich governance and service delivery in Lagos State.

The OTCI delegation, comprising officers from the Creativity & Innovation Department—Omololu Muyiwa, Odegbamí Omodunni, and William Adeshina Peter—engaged with PIC leadership and technical experts. Discussions focused on human-centred, data-driven, and evidence-based approaches to policy design and implementation.

Sessions explored critical strategies for tackling complex governance challenges, including inclusive digital transformation, citizen engagement, public accountability, and embedding innovation within government through rapid prototyping, experimentation, and behavioural testing.

The visit also paved the way for future collaborations between Lagos State and PIC, particularly in scaling innovative reforms and promoting peer learning among subnational governments.

In her remarks, OTCI Director-General, Mrs. Toyin Anjous-Ademuyiwa, reaffirmed Lagos State’s commitment to adopting global and national best practices to enhance citizen experience, drive institutional reforms, and establish Lagos as a continental leader in innovative governance.

The study tour represents a strategic step in strengthening Lagos State’s innovation ecosystem and building stronger ties between federal and state institutions for the benefit of its citizens.
