Lagos drives Human Capital reforms with Hope Programme

The Lagos State Government has convened a high-level sensitisation and presentation session on the implementation of the Human Capital Opportunities for Prosperity and Equity (HOPE) Programme, a strategic reform initiative supported by the Federal Government and the World Bank.

The event, held recently at Government House, Marina, brought together key stakeholders, development partners, policymakers, and members of the public to deepen awareness and reinforce commitment to the successful implementation of the HOPE Programme.

Designed to strengthen the delivery of essential public services, the initiative focuses on critical sectors including basic education, primary healthcare, and public sector governance. It is anchored on three core pillars: HOPE-EDU, HOPE-PHC, and HOPE-GOV, each aimed at driving targeted investments while ensuring efficiency, transparency, and measurable outcomes for citizens.

Speaking at the event, the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu underscored the people-centred focus of the programme, noting that its ultimate goal is to improve the quality of life for all Lagosians.

“For us in Lagos, this programme is about people. It is about ensuring that every child has access to the right learning materials, that every mother can receive quality healthcare at our primary health institutions without undue financial burden, and that public resources are managed in a way that is visible, understandable, and trustworthy to all Lagosians,” the Governor stated.

In his goodwill message, the Chairman, House Committee on Economic Planning and Budget, Hon. Olumoh Saad Lukman, commended Governor Sanwo-Olu’s sustained investments in education and highlighted the impact of the HOPE-GOV initiative in strengthening public service delivery.

He cited the newly built Tolu Schools Complex, comprising 36 schools located in Ajeromi-Ifelodun area of Ajegunle, as a clear demonstration of the administration’s commitment to quality education, noting that the facility is well-equipped with modern learning infrastructure.

Hon. Olumoh further underscored the government’s resolve to build a stronger future through education and called on development partners to visit the area to witness the transformation firsthand.

In his remarks, the Honourable Commissioner for Economic Planning and Budget, Mr. Ope George, emphasised that sustained investment in human capital remains central to long-term economic growth and social stability.

Also speaking, a representative of the World Bank, Engr. Akin Onimole, noted that while development is often measured through improved systems, transparency, and efficiency, the true success of the HOPE Programme lies in its tangible impact on the lives of citizens.

“Today, we are witnessing a model of how strong political will, combined with technical expertise and international partnerships, can drive transformative change,” he remarked.

Similarly, Celine Lafoucriere of UNICEF described Lagos’ progress as a “powerful testament” to the role of political resolve in driving governance outcomes, noting that the results demonstrate how reforms can translate into real benefits for citizens when properly executed.

The Lagos State Government reaffirmed its commitment to ensuring that the benefits of the HOPE Programme are felt across all communities in the State. Stakeholders and citizens were encouraged to actively engage with and take full advantage of the opportunities and services being delivered under the initiative.
