CAS Stresses Fiscal Discipline and Accountability as Cornerstone of National Security and Operational Readiness

The Chief of the Air Staff (CAS), Air Marshal Hasan Bala Abubakar, has reaffirmed that fiscal discipline and accountability remain central to Nigeriaโ€™s national security and operational effectiveness.

Speaking at the Nigerian Air Force (NAF) Finance Conference and Retreat 2025, held at the NAF School of Finance and Accounts (NAFSFA), Ajia-Ibadan, he emphasised that the prudent management of resources is both a moral imperative and a necessity for maintaining readiness, training personnel, and executing operational directives without financial encumbrances.

Air Marshal Abubakar commended the Accounts and Budget Branch for convening the retreat, themed โ€œSustainable Resource Management for Effective Air Power Deliveryโ€, describing it as timely in driving innovation and knowledge-sharing across the Service.

  • Budget Office of the Federationโ€™s Call for Optimisation: Delivering the keynote address, the Director General of the Budget Office, represented by Dr. Samuel Omenka, urged the NAF to embrace transparency, accountability, and effective budgeting. He stressed that resource optimisation amidst competing national demands is crucial for sustaining airpower capabilities.
  • CAS on NAFSFAโ€™s Role: The CAS highlighted the commissioning of NAFSFA earlier in the year, calling it both a professional training hub for finance officers and a national resource centre. He expressed gratitude to the Government and people of Oyo State, particularly Governor Seyi Makinde, for approving the dualisation of the access road to the NAF Base in Ajia โ€” a gesture he said symbolises a strong stateโ€“military partnership.
  • Finance Leadershipโ€™s Commitment: The Chief of Accounts and Budget, Air Vice Marshal Uche Nwagwu, underscored the role of finance officers in safeguarding NAFโ€™s credibility and ensuring every naira directly translates into operational capability.
