Hon. Henry Nwawuba, in his Abuja office.
The visit underscored Macdonald’s recognition of Nwawuba’s outstanding leadership and unwavering dedication to strengthening Nigeria’s legislative knowledge ecosystem through innovation, research, and institutional reform.
The National Assembly Library Resource Center, established under the National Assembly Library Trust Fund Act, 2023, serves as Nigeria’s apex legislative knowledge hub. Its overarching mandate is to support the lawmaking process through world-class library services, research, documentation, digitalization, capacity building, and information dissemination.
As the custodian of Nigeria’s legislative memory, the Library safeguards and provides access to an unparalleled repository of knowledge—informing, engaging, and connecting Nigerians, researchers, and policymakers to the nation’s legislative history and processes.
Guided by its pioneer Executive Secretary, Rt. Hon. Henry Nwawuba—a seasoned legislator, astute administrator, boardroom strategist, and philanthropist—the institution is redefining the landscape of legislative support services in Nigeria. During the visit, Nwawuba shared the strategic vision behind the Center’s core pillars: providing both physical and digital library access, tailored to lawmakers, researchers, academic institutions, and government agencies.
With over 70 engaged staff, the Research Department of the National Assembly Library Trust Fund delivers non-partisan, data-driven policy analysis, comparative research, bill summaries, and technical guidance across eight thematic areas. Much like the Congressional Research Service of the U.S. Library of Congress, this department functions as a think tank for Nigeria’s legislature, offering timely, evidence-based insights to guide oversight, lawmaking, and budgetary processes.
The Library has continued to attract commendation from local and international visitors, including African parliamentarians and foreign researchers, who have hailed the initiative as a landmark achievement under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.
Macdonald applauded Rt. Hon. Nwawuba for his visionary leadership and exemplary public service, describing him as “a leader who blends intellect with integrity, innovation with humility—proving that governance can be both impactful and inspiring.”
